> A plain guide for lenders, from the application to the last repayment. What each stage needs, what to ask a vendor to show you, and how to move a loan book without losing a shilling.

**Who it is for:** lenders and mortgage providers

## What loan software has to cover

A loan has a life: it is applied for, appraised, approved, paid out, repaid and sometimes chased. Loan origination software deals with the first part, loan management software with the rest, and a product may claim both. Banks, mortgage providers, SACCOs, microfinance institutions and digital lending apps all use them, and what differs between them is the rules. For each stage, ask the vendor to show the thing on the right.

**A loan from application to collections**

| Stage | What the system has to do | Ask the vendor to show |
|---|---|---|
| Application | Take the customer's details and the documents the product needs, from a branch, an agent or online, and refuse an incomplete file. | An application with a missing document being held back. |
| Appraisal and underwriting | Apply your credit policy: affordability, exposure, checks with a credit reference bureau where you use one, and a score or a decision path. | Your own policy as rules, and one applicant failing one rule. |
| Approval | Route the file to the person with the authority for that amount, and keep who decided and why. | A loan above one officer's limit moving to the next. |
| Offer and documents | Produce the offer, the agreement and the schedule from the approved terms. | An agreement made from the approval, with the right figures. |
| Security | For secured loans: collateral, valuation, insurance and the registration of a charge, with the dates that matter. | A mortgage with its valuation and insurance expiring. |
| Disbursement | Pay out to an account or an M-Pesa number, in one amount or in stages, with an approval before money leaves. | A staged disbursement against progress. |
| Servicing | The repayment schedule, interest and fees, statements and early settlement. | A part-payment and a top-up on one loan. |
| Collections | Arrears by age, reminders, promises to pay and restructuring. | A loan going late, and the reminders it triggers. |
| Reports | The portfolio, arrears, provisions and what you report to your regulator. | Each report you file, from your own data. |

## Your rules, not the vendor's

Lenders differ most in the rules. A system that needs a programmer for every change to a rate or a limit will cost more every year than it did on the first day.

- **Products:** can you create a product, with its own rate, fees, limits, terms and documents, without the vendor?
- **Interest:** reducing balance or flat, daily or monthly, and how a payment made part-way through a period is worked out.
- **Fees:** at the start, on late payment, on early settlement, and who may waive them.
- **Affordability:** the ratios you use, and whether they are set by you or built in.
- **Approval limits:** by amount, product and role.
- **Changes:** when a rule changes, does it apply to new loans only, or to existing ones, and who decides?

### Reducing balance or flat rate

On a reducing balance interest is worked on what is still owed, so it falls as the borrower repays. A flat rate works the interest on the amount first lent for the whole term. The same quoted rate costs the borrower very different amounts, so the system must say which it uses and show the full schedule before the loan is approved.

## Money in and out

Repayments and disbursements often move by M-Pesa and bank transfer. How the system handles them decides how much of the collections team's week goes on matching.

- Do repayments arrive by paybill, by STK push and by bank, and are they matched to the right loan without anyone retyping them?
- What does the system do with a payment that matches no loan, or one that arrives twice?
- Is there an approval step before a disbursement leaves, and a record of who gave it?
- What happens to a disbursement that fails or has no answer? It should never be sent twice without a check.
- Does the day's total agree with the bank's and Safaricom's statements, and where is the report that shows it?

## Customer data, credit checks and the regulator

A lender holds identity documents, income and credit history. It is responsible for them, whoever hosts the system.

- **Personal data:** the Data Protection Act, 2019 makes the lender responsible for the personal data it holds. Ask where the system is hosted, who at the vendor can see it and whether each opening of a file is logged.
- **Credit checks:** if you use a credit reference bureau, ask whether the checks are made from the system, how the customer's consent is recorded and what is stored.
- **Your regulator:** the rules for a lender depend on its licence and they change. A lender that takes no deposits and is regulated under no other law may fall under the Central Bank of Kenya (CBK) rules for non-deposit-taking credit providers, the name that replaced digital credit providers when the CBK Act was amended in 2024. Ask your compliance officer or your lawyer which rules apply to you, then ask the vendor to produce each return from your own data in the demo.
- **An audit trail:** who entered, changed and approved every loan, and when, with no way to remove it.

> **A brochure is not a report** "Compliant" on a vendor's page is a claim. A report that you can produce from your own data, and check with your auditor, is evidence.

## Moving a loan book to a new system

A loan book is money owed to you, so it has to move exactly.

### Step 1: Clean the customer and loan records

Duplicates, missing identity numbers, loans with no schedule and balances that disagree with the ledger are found now, not after go-live.

### Step 2: Agree the opening position of every loan

Principal, interest accrued, fees, arrears and the schedule, at a closing date that finance has signed off.

### Step 3: Choose a month end for the cutover

So that no loan is split between two systems.

### Step 4: Load and reconcile

The portfolio in the new system must equal the ledger to the shilling, loan by loan, before anyone uses it.

### Step 5: Run both for one close

Compare the statements and the arrears list from both, then keep the old records read-only.

## What it will cost

Ask every vendor the same questions.

**What to ask about cost**

| Cost | What to ask |
|---|---|
| Licence | Is it charged by user, by loan, by branch or by month, and what happens to the price when the book doubles? |
| Set-up and migration | Who cleans and loads the loan book, and what is included? |
| Configuration and changes | What can you change yourself, what is charged and who owns what is built for you? |
| Connections | M-Pesa, banks, a credit bureau and your accounting system: which are included, and which are extra? |
| Hosting | Where, and in whose name is the account? |
| Support and upgrades | Hours, response times, and whether upgrades cost extra. |
| Leaving | Can you export every loan with its history, and does it cost anything? |

## Red flags in a demo

The first hour tells you most of it.

- The demo uses only the vendor's products and never your own.
- A product, a fee or an approval limit can only be changed by the vendor.
- A loan can be changed with no trace of who changed it.
- Disbursements need no second person.
- Reports have to be rebuilt in a spreadsheet.
- There is no export and no tested restore.
- They cannot name a lender of your kind that uses it.

## Questions people ask

### What is loan origination software?

Loan origination software handles the front of a loan: the application, the documents, the credit checks, the appraisal, the approval and the offer. Loan management software handles what follows: disbursement, repayments, statements and collections.

### What should mortgage software include?

Applications and documents, appraisal and approval, valuation and security, the offer and the agreement, staged disbursement, servicing with schedules and statements, collections and reports, with roles, limits and an audit trail.

### Can loan software disburse by M-Pesa?

Yes. A system can pay a loan out to an M-Pesa number and take repayments by paybill or STK push. Ask for an approval step before money leaves and for what happens to a payment that fails or has no answer.

### What is the best loan management software in Kenya?

There is no single best. The right system lets you set your own products, rules and limits, handles M-Pesa and bank payments, produces the reports you file and lets you leave with your data. Give every vendor the same loans from your own book and compare.

### How do we move a loan book to new software?

Clean the records, agree the opening position of every loan at a closing date, cut over at a month end, reconcile the loan book to the ledger to the shilling and run both for one close before you stop using the old system.

### Does loan software help with regulatory reporting?

It can, if it produces the returns your regulator asks for from your own data. The rules depend on your licence and change, so ask your compliance officer which apply, then ask the vendor to produce each one in a demo.

### How much does loan management software cost in Kenya?

There is no standard price. Vendors charge by user, loan, branch or month, then add set-up, connections, hosting and support. Compare the total over three years in writing, with a list of what is not included.
