> A plain guide for SACCO boards and managers. What the system has to handle, what to ask each vendor to show you, and what to check before you sign.

**Who it is for:** SACCOs

## What SACCO software has to do

A SACCO's software is its books. Every share, deposit, loan, repayment and dividend lives in it, so a weak system shows up as late statements, arguments over balances and an auditor with questions. Vendors call it SACCO management software, a SACCO system or a core banking system for SACCOs. The name matters less than whether its core, the ledger that holds every member's shares, deposits and loans, can handle your rules. This is what a system for a SACCO in Kenya has to handle, whoever sells it, and what to ask the vendor to show you for each. Two terms come up often. BOSA, the back office service activity, is the core member business of shares, deposits and loans. FOSA, the front office service activity, is the banking-style side, such as withdrawable savings accounts and cashier services. If your SACCO runs both, ask each vendor to show them on one member record.

**What a SACCO system has to handle**

| Area | What it has to handle | Ask the vendor to show |
|---|---|---|
| Members and shares | Registration, identity documents, next of kin, share capital and the rules on transferring or withdrawing it, and members who leave. | A member joining, buying shares and leaving, from start to finish. |
| Savings and deposits | Several products, such as a deposit account, a holiday account and a fixed deposit, with contributions, withdrawals and the rules on notice. | A withdrawal that your rules would refuse, and what the screen says. |
| Loans | Products with their own rules, appraisal, guarantors, disbursement, repayment schedules, top-ups, arrears and penalties. | One of your own awkward loans entered live. |
| Payments | M-Pesa, bank transfers and cash, matched to the right member without anyone retyping them. | A real payment arriving and posting to the right member. |
| Employer check-off | Monthly deduction schedules from employers, matched to members, with the exceptions listed. | A schedule loaded with some members missing and some amounts wrong. |
| Dividends and interest | Interest on deposits and dividends on shares, worked out for each member and posted to their accounts. | The working for one member, line by line. |
| Accounts | A general ledger that every transaction posts to, with a trial balance that agrees at any date. | The trial balance for a date in the past. |
| Reports and audit | Statements for members, the board and the regulator, and a record of who did and approved what. | A change to a loan, and the trail it leaves. |

## Five ways to get a system

People search for the best SACCO software in Kenya. There is no best system for every SACCO, only the best fit for yours, and you find it by comparing vendors on your own cases. There is no single right way to get one either, and the cheapest first step is not always the cheapest in the end. Each of these suits a different SACCO.

**Five ways to get a SACCO system**

| Way | Works well when | Watch out for |
|---|---|---|
| A spreadsheet | The SACCO is small, has few products and has one person who keeps it right. | Errors that nobody sees, one person who knows how it works, no approval step and no trail of changes. |
| A ready-made SACCO package | Your products and rules are close to the usual ones and you want to be running soon. | Rules it cannot express, a price that grows with each module, and upgrades you do not control. |
| Free or open-source software | Someone technical can install it, secure it and keep it running, and your needs are simple. | Who fixes it when it fails, who applies security updates, who builds your loan rules, and who answers for your members' data. |
| A platform configured to your rules | Your loan products or fees do not fit a package and you do not want to write everything from nothing. | Ask what is configuration and what is code, and who can change a rule after the project has ended. |
| Custom-built software | Your model is genuinely your own and you have the budget to own it. | Cost and time, a team to maintain it, and the risk of one developer who is the only person who understands it. |

## Loans: where a system either fits or does not

Loans are where one SACCO differs most from the next, and where a package that almost fits causes the most daily pain. Write your rules down before any demo.

### The rules to write down

- **How much a member may borrow:** a multiple of their deposits or shares, a ceiling for each product, and the effect of loans they already have.
- **Guarantors:** how many, whose shares are held against the loan, and what happens when a guarantor also borrows, or leaves.
- **Interest:** on a reducing balance or flat, and how a payment made part-way through the month is worked out.
- **Top-ups and refinancing:** how the old loan is cleared and how the new one's schedule starts.
- **Arrears:** when a loan counts as late, what penalty applies, and who is told and when.
- **Approval:** who appraises, who approves, what each of them can see, and the limit of each role.

### Reducing balance or flat rate

On a reducing balance the interest is worked on what is still owed, so it falls as the member repays. A flat rate works the interest on the amount first lent for the whole term. The same quoted percentage costs the member very different amounts, so the system must say which it uses and show the full schedule before the loan is approved.

> **Take your own cases to the demo** Give every vendor the same three awkward loans from your own books and ask them to enter them live. A system that needs a customisation for each one will need another for every change after you have signed.

## M-Pesa and the other ways members pay

Contributions and repayments often arrive by M-Pesa, so the quality of a system's M-Pesa integration decides how much of a clerk's week goes on matching payments to members. The [guide to M-Pesa integration](https://kweepa.com/insights/mpesa-integration-kenya) goes through each way in more detail.

- **Paybill or till**: The number members pay to. The account number they type is how the system knows who paid, so agree a format (the member number is the usual one) and make the system hold a payment that does not match.
- **Confirmations**: Safaricom tells the system about each payment as it happens. Ask what the system does when the same confirmation arrives twice, or does not arrive at all.
- **STK push**: The system asks a member's phone for a payment and the member enters their PIN. It suits a repayment or a share purchase that starts from the SACCO's side.
- **Paying out**: Sending a loan or a withdrawal to a member's phone. Ask for the approval steps before money leaves, and what happens to a payment that fails.
- **Reconciliation**: At the end of each day the system's total should equal Safaricom's statement. Ask to see the report that proves it and the list of payments that did not match.

> **Whose credentials are they?** M-Pesa for business is reached through Safaricom's Daraja API, with a shortcode and credentials. Ask in whose name both are held. They should be your SACCO's, so that you can take them with you if you change vendor.

## Reports, audit and the regulator

A system is judged at month end and at the audit. Ask to see the reports with your own data in them, not a sample.

- Statements for each member, showing shares, deposits and loans on one page.
- A trial balance, a balance sheet and an income and expenditure statement for any date.
- Loans in arrears by age, and the whole loan portfolio.
- Interest on deposits and dividends on shares, worked out for each member.
- A trail of who entered, changed and approved every transaction, with an approval step on the ones that matter.
- A way to close a period so that old months cannot be changed by accident.

> **Deposit-taking SACCOs** In Kenya the Sacco Societies Regulatory Authority (SASRA) licenses and supervises deposit-taking SACCOs, and the SACCOs it regulates file returns with it. Which returns apply depends on your category, so confirm yours with SASRA or your auditor. Then ask the vendor to produce each one, from your own data, in the demo. "SASRA-compliant" on a brochure is a claim, not a report.

## Your members' data

A SACCO holds its members' identity numbers, phone numbers and money. The Data Protection Act, 2019 makes the SACCO, as the one that decides what is done with that data, responsible for it, whoever hosts it. Put the vendor's duties in the contract and ask these questions first.

- Where is the data hosted, and with which provider?
- How often is it backed up, where do the backups go, and when did anyone last restore one to check that it works?
- Who at the vendor can see members' data, and is that logged?
- Can you export everything (members, balances and every transaction) in a standard format at any time, and does it cost anything?
- What happens to the data when the contract ends?

## Moving from spreadsheets or an old system

The software is the smaller part of the work. The move decides whether members trust the balances on the first statement they see.

### Step 1: Clean the register

Remove duplicate members, fill in missing identity numbers and phone numbers, and confirm next of kin. Every gap you leave here comes back as a complaint later.

### Step 2: Agree the opening balances

For every member, agree shares, deposits and each loan (principal, interest and arrears) at a closing date that the treasurer and the board have signed off.

### Step 3: Choose the cutover at a period end

Start on the first day of a month, not in the middle of one, so that no loan or contribution is split across two systems.

### Step 4: Load and reconcile

After loading, the totals in the new system must equal the old books to the shilling. Find every difference before going on.

### Step 5: Run both for one close

Keep the old records alongside for one month end and compare the statements. Then stop updating the old ones and keep them read-only.

### Step 6: Train each role on real cases

The clerk, the loans officer, the treasurer and the manager each practise on a copy, with cases from your own members.

## What it will cost

Nobody can quote a fair price without knowing your members, products and payments, and a price with no list of what is left out cannot be compared. Ask for the same things from every vendor.

**What to ask about cost**

| Cost | What to ask |
|---|---|
| Licence | Is it one-off, monthly, per member or per module? What happens to the price if your membership doubles? |
| Set-up and migration | Who cleans and loads your data, and is it included? |
| Customisation | What is configuration, which is included, and what is code, which is charged? Who owns code written for you? |
| Hosting | Is it included, or paid to a cloud provider? Whose name is the account in? |
| SMS and payment charges | Are they passed on at cost or marked up? Who pays Safaricom's and the banks' fees? |
| Training | How many people, how many sessions, and on site or remote? |
| Support and upgrades | What hours, what response times, and do upgrades cost extra? |
| Leaving | Can you export everything, and does the vendor charge for it? |

> **Compare three years, in writing** Ask each vendor for the total over three years and a list of what is not included. Prices that look far apart often differ only in what has been left out.

## Red flags in a demo

You can learn most of what you need to know from the first hour.

- "It works for any SACCO", but it cannot show your loan rules.
- The demo uses only the vendor's data and never yours.
- There is no trail of who changed what, or no approval step on a loan or a payout.
- A clerk has to match M-Pesa payments to members by hand.
- Only the vendor can change a loan product, a fee or a report.
- There is no export and no tested restore.
- They cannot give you the names of SACCOs of your size to ask.

## Questions people ask

### What is the best SACCO software in Kenya?

There is no single best. The right system is the one that handles your own loan rules, M-Pesa payments and reports, and lets you leave with your data. Give every vendor the same cases from your own books and compare what they show you.

### What is SACCO software?

SACCO software is the system a savings and credit co-operative uses to keep its members' shares, savings and loans, receive payments, run its accounts and produce statements and reports. It replaces the spreadsheets and paper registers a SACCO may run on.

### What should SACCO software include?

At least a member register, shares and deposits, loans with guarantors and repayment schedules, M-Pesa and bank payments matched to members, employer check-off, dividends and interest on deposits, a general ledger and reports, with roles, approvals and an audit trail.

### Can SACCO software work with M-Pesa?

Yes. Safaricom offers M-Pesa to businesses through its Daraja API, and SACCO systems use it to receive paybill payments, send STK push requests and pay loans out. What matters is how the system handles duplicate or missing confirmations, and whether the SACCO holds its own credentials.

### How much does SACCO software cost in Kenya?

There is no standard price. Vendors charge by licence, by member, by module, by month or once, then add set-up, hosting, SMS and support. Ask each for the total over three years in writing, including a list of what is not included.

### Should a SACCO use cloud or on-site software?

Both can work. A cloud system moves backups, updates and security to the provider and needs a dependable connection. An on-site server keeps data in your office but makes the SACCO responsible for backups, power and repairs. Either way, ask where the data is, how often it is backed up and when a restore was last tested.

### How do we move a SACCO from Excel to software?

Clean the register, agree opening balances with the board at a closing date, load them at the start of a month, reconcile the totals to your old books and run both for one close before you stop using the spreadsheet.

### Can the software produce SASRA returns?

The SACCOs that SASRA regulates, including deposit-taking SACCOs, file returns with it, and which returns apply depends on your category. Confirm yours with SASRA or your auditor, then ask the vendor to produce each one from your own data in a demo, rather than accepting a statement that the system is compliant.
